What type of unit is this? Cadets of some sort? (Looks like Tom Hanks on the far right. )

Edit: Upon further searching this looks like a RAD unit. But what do the flowers in the cap represent.

Probably some sort of "festival" add-ons- certainly not one of the "traditional" hat badges nor any "alpine" -type. Maybe a "gruppe" victors "laurals" for some marching competition (or whatever).... being worn on the hat?????
