No clue, but NOT the NSB pin.... might be a "factory workers ID pin" type.... but guessing here also.

that's my conviction. I saw so many différents items in regard of NS social occasions.
I suggest you to type "W.H.W. Abzeichen" on search engine to see the wide range of badges and tinies produced before and during the wartime (Kriegs Winterhilfswerk)

While photos are known of "Military" men wearing W.H.W. type pins (or tinneys) on their uniforms.... it was against regulations. Also, the photo is "wartime", few WHW pins (or other "tinneys"/"Day badges") were made durning the war.... so that's why I suggested it might be a "workers badge", (or "authority badge", pass, etc.)...
Doubt it's WHW, but "who knows"...
