Uniform ID question

Anyone able to identify this uniform? Allegedly the photo is of Alexander von Falkenhausen, chief German advisor to the Chinese Army in the 1930s (among many other things)

He's wearing the uniform of the Stahlhelmbund.

The collar patches are for the rank of Divisionsführer. The cap has the dual national / state cockades as well as the NSDAP political eagle; the latter was authorized in September 1933.

This is allegedly a Japanese radar operator from the late war years. Can anyone identify the uniform? Especially, what's with that German-looking eagle on the left breast pocket?

Can someone please I.D. this Uniform?

Can you tell me about the cuffs on the sleeves?

Also, the three bars on the collars, what is the significance of this, and what is the difference between 3 bars and 2 bars on the collar?

Seeking info on Kurt Steinbrück, born 27. March 1914. RAD service, Soldier, Artillery/Flak, Grenadier/Kanonier, Oberkanonier, and Oberfeldwebel 1./Pz.Abt. 52; rcvd. German Cross in Gold (DKig) Sept.2 1943. After the war was a POW in France for some years.

They are dressing the Heer tunic known as "Waffenrock" ( Parade dress or walking-out ).
The cuffs are an inheritance of the Imperial Army tunics.
Only NCO's have a silver gallon sewn on the collar, shoulder straps and around the cuffs.
Any NCO is visible on picture above.

1. "Silver Gallon," what is that?
2. Is an Oberfeldwebel an NCO?

Not a gasoline gallon :)
Better a silver braid lace on collar and shoulder straps ( Waffenrock )

Yes, NCOs are from Unteroffizier until Stabsfeldwebel ranks.

The caption of this photo identifies the soldier as a member of the Thai army in 1943. Is this possible? Did Thailand equip its soldiers with German helmets, and how did that come about? Many thanks in advance for any information on this.
