Unteroffizier Tresse
Was an Unteroffizier of the Wehrmacht (or Waffen-SS or Polizei) obliged to wear the Tresse?

Yes, Unteroffiziers in Wehrmacht-Heer wear "Tresse" as identifier of his rank.
But Polizei ( Not Waffen-SS ) NCOs didn't wear "Tresse" on collar and shoulder boards, and in special SS units ( SD/SiPo )
to prevent being mistaken for members of Waffen-SS, in January 1942, was forbidden the NCOs braid on collar and arms
chevrons, the shoulder boards were changed also. In Waffen-SS, the SS-Unterscharführer ranks wear "Tresse" as well.

Thank you very much for your answer. What sort of Litzen did the OrPo use? Like the Heer one with Waffenfarb green, like in the photo?

Not exactly the same litzen.
Schutzpolizei in green waffenfarbe, but Rural Gendarmerie in orange.
Special Litzen of Polizei (OrPo).

I found a portrait of a member of the SS-Polizei-Regiment "Bozen". What sort of Litzen is he wearing?

Appears to be a Heer type litzen, without twisted cord.
