Luftwaffe Uniform Information

I have recently discovered this photo of a Luftwaffe Hauptmann and I would like to know what kind of uniform it is he is wearing, any information about it, as well what can be seen attached to his right leg.

Hauptmann Hans Philipp drawing by Malcolm McGregor, from book "The Armed Forces of World War II ", Andrew Mollo 1984.
Is wearing a Luftwaffe M35 Fliegerbluse, with a cloth pilot badge, and an overseas cap for officers.
Around the right high boot are cartridges of signal flares.
