I have problems to identify a ceramic badge. Really I don't know if it was made in wartime...

Denmark was a not at war until the German Invasion on 9 April 1940.... so was "prewar" if dated 1939. Could be something like "Ground Observer Corps" with winged helmet.... Monogram is the Royal Cypher. No idear what it actually represents.

I asked your question on a Danish Forum, and a very good option will be as mentioned of my very good friend Preben T. Clausen:
"The winged Mercury hat/helmet suggests that it has to do with trade.
The Organisation International Chamber of Commerce (ICC), in Danish called "Det internationale Handelskammer", had its 10th. International Congres in Copenhagen from the 26. of June till the 1. of july 1939, with participation of 41 countries.
We think it is made in connection to this Congres, maybe to be given to the delegates. Notice that it is made by Royal Copenhagen porcelain, see the 3 stribes / wings on the back.
We think it is rather rare, as there is nothing to be found on the internet either articles or pictures, but then again - it is a long time ago.
We could ask "Royal Copenhagen" though, if you are interested
