What Uniform Is This?

Hey, all,

Anyone know what uniform my cousin's wearing in this photo? He served for Germany, unfortunately killed in France in 1940. The overall uniform style and buttons just aren't registering with a German uniform I've seen before.

My guess, it's Austrian Bundesheer pre-1938 uniform with collar tabs removed and shoulder tabs of German enlisted.
I can't recall seeing German tunic with front buttons covered, that's why I think it's an Austrian one.
