I think it's an Unteroffizier, Oberfeldwebel rank.

As von Thoma points out, his actual rank is 'Oberfeldwebel', equivalent of an Oberfeldwebel
in Wehrmacht or an Oberscharfuhrer in the Waffen-SS. Like his counterparts on land
he wears 2 pips on his shoulderboard in addition to the golden rim all around the shoulderboard.
But unlike his counterparts on land he will normally not be addressed as 'Oberfeldwebel'
but in this case the prefix 'Ober' and his branch, like 'Obersteuermann', 'Obermaschiniste' etc
The photo is somewhat blurred, but I believe we can se his branch in between the pips
on his shoulderboards, but I cannot se what branch it is
