Heeresverwaltung - Army officials - with what appears to be white nebenfarbe. Has the rank of Zahlmeister.

The size of the tabs would indicate the elevated career - gehobener mittlerer Dienst - His career could be one of the following:

Non technical Administration Service (the Paymaster Branch also sometimes called the Standard branch);
Transport Service;
or Disabled persons and Veterans Service.

There are no other career options for that level
