What branch of service did Topal Ismail Hakki Pasa serve in during the war 1914-18?

I record two Turkish officers by that name?

9th Cav Regt - LtCol Ismail Hakki

31st Infantry Regt - LtCol Ismail Hakki Bey

Are they the same man or not the man named Topal Ismail Hakki

Topal İsmail Hakkı Paşa the Lame was director of Supply Department of Ottoman Army during whole war. He was lame because he was wounded at Turco-greco war He was a best friend of Enver Paşa. Even Talat paşa was not able to remove his post. Some say that he was a great man some say he was a gread imposter and thief. The argue still goes on in Turkey. I am searching about him since our friend Kruesman asked his questin. But there is not a singşe article about him. Cavit bey the finanz minister wrote a few sentences about him in his memories as he was a good man. He was a good soldier in his past. He died as a poor and misirable man in his sisters home .

Hail Bey (Inner minister Menteş) says in his memories about him " He remained a hero with dignity and honor till his death" (Haysiyet ve namusunu ölünceye kadar korumuş bir kahramandı.)

I believe the man in this photo is my dear departed mother, (Sema's) grandfather. Her mother's name was Melek, daughter of the youngest wife of Ismail Hakki Pasa. I used to have two photos of him. He was wearing a long military coat decorated with many metals in one of the photos. My great grandfather served the last sultan of the Ottman Empire. I believe he may have served as Governor of Albania or Armenia ?? Can you provide more information on Ismail Hakki Pasha? Thank you. Lynne

Pomiankowski gives information about him in his book and says in p.609 how he ecaped on SS General to Odessa.

My older uncle reserve Artillery Captain Orhan Aydar one of the defenders of Holy city of Medina during WW1 was many years director press department of Türk Hava Kurumu (Turkish Aviation Society) in Ankara. He wrote a book "Ucan Süvariler" (The Flying Cavalry) in 1948 in Ankara p.123 that he met İsmail Hakkı Pasha in 1925 at Paris.
