The Turkish officers I have on record by that name is ;

Ishak Bey commander Libya/Trablusgarb Maj to LtCol (the one you are after) and

Ishak Bey Staff at Kut 1916

There is also this man;

Retired Cavalry Lt. Col İshak Bey (Honorary Brigadier/Major General (Mirliva) İshak Paşa)
Commander of West Front at Misrata on May 1918
He must be a Libyan Turk (A Turk from Trablusgarb) . Never heard about him in the coming next years.
Misrata was originaly Turkish town that became more arabic during the long time of history.

Ishak pasa (major)
He came to Italy from Trablusgarp in September 1919. Than came to Istanbul.
