Probably not Luftwaffe Ground Troops

Sorry if this is in the wrong forum!
This AP photo says it was taken July 24, 1943 in the streets of Stalingrad, which is impossible since Stalingrad fell in February 1943. Another site I found says it's Luftwaffe ground troops. I figured that might be incorrect, and also figured the people would know. Maybe it's Kursk or nearby?
Any details on the actual time and place of the photo would be helpful. I'm a teacher and I want to be accurate.

I'm pretty sure it is Stalingrad - that tall building in the distance looks like part of the grain elevator.
And soldier in the center of the photo has Luftwaffe markings on the coat - collar tab and eagle.

Under his tunic are visible - a white (originally) shirt and a black tie - quite typical part of LW uniform.

The location is Stalingrad, and these troops look like Flak crews taking part in clearing operations maybe?

I stumbled on this Russian forum with Google translate and some explanation on OP's photo. Not sure how accurate the info is, so take it with a "grain" of salt.
