All I can recall is that it was susposed to give the cannon better mobility. I guess it saved wear on the tires. It certainly did not see much actual use. The extra thirty seconds needed to winch the the gun up & down would add to the time needed to emplace or displace a cannon troop or battery. Probably not a good thing in light of the British prefrence for low response time.
