Civil and police medal bar - ID possible?

I received this one recently. Any thoughts on identification? I also posted this one on GMIC and WAF but didn't get much further... all help appreciated

Nice Medal bar....obviously you're asking "who" it may have belonged to.... unfortunately, except for the "assumption" he was a Police officer (or SS), there's nothing unique enough about this bar to make it identifible without additional materials/information.... The Social Welfare Cross was often awarded to "Doctors/Staff" and medical Administrative types... so that's a possibility, but who knows...

Surprised there's no Polizei eagle on the bar, considering it's a "Godet".... nice looking "array"....
