Civil and police medal bar - ID possible?

I received this one recently. Any thoughts on identification? I also posted this one on GMIC and WAF but didn't get much further... all help appreciated :)

Peter,
Nice Medal bar....obviously you're asking "who" it may have belonged to.... unfortunately, except for the "assumption" he was a Police officer (or SS), there's nothing unique enough about this bar to make it identifible without additional materials/information.... The Social Welfare Cross was often awarded to "Doctors/Staff" and medical Administrative types... so that's a possibility, but who knows...

Surprised there's no Polizei eagle on the bar, considering it's a "Godet".... nice looking "array"....
