Not an official "national award"..... probably from a "Society or Association".... the text would tell (sorry, I don't read "kanji").... symbolism would certainly indicate "Right wing Neo-fascist Pan-Japanese from pre-45.... (assuming I admit).
Post in the Japanese section/translation section...
Interesting medal....I'd add it to my Japanese collection if I "came across it".....
