Please help in identifying badges.

Please, identification badges. This is probably the honor Prussian or German. Thanks for any help.

Inscription reads "2nd Prize - City of Gleuel - 1860"
Why is the middle disc not exactly vertical to the star?
What was the hole holding at the bottom?

I doubt that any German or Prussian honour badge / bravery medal would hold such inscription.

More than likely a local shooting prize.

Something like that, I agree. Could also be, IMO, an award for a long distance march for soldiers as our military unit (in my city) is "celebrating" it traditionaly each year. Who knows?
