Are those Red Army Uniforms worn by victiums?
Is that an SS or Police Battalion uniform worn by Germans?

The two victims appear to be civilian as claimed in the article, while the executioners and the soldiers in the background appear to be Army.

Looking at the cap insignias of the executioners they are Heer (Army) NCOs.
