The materials in the collection range in date from 1941 to 1995 with the bulk of the documents dating from 1944 to 1966.

Provenance: The Federalnaia sluzhba bezopasnosti Rossii (KGB / State Security Committee) compiled the records for the purposes of war crime investigations and prosecution from ca. 1944 to 1995. The cases are located in Fond 1986 of the Latvian State Archives (Latvijas Valsts Arhivs). United States Holocaust Memorial Museum Archives purchased and received photocopies of the cases in November 1997.

Provenance: The Generalkommissariat in Riga, the Reichskommissariat für das Ostland, the Latvian Legion, the Wehrmachtsbefehlhaber Ostland, and other occupation and collaboration agencies in occupied Latvia created the records during World War II. The Soviet (Red Army) captured the records at the end of the war and later deposited them in the Latvian Central State Historical Archive in Riga, Latvia. The U.S. Holocaust Memorial Museum Archives filmed selected files from the archives in Riga in 1991.

Material designed to inform Germans tasked with combating Russian partisans; to collect all the necessary information, the memo says "partisans are only to be arrested initially in order to interrogate them, and they are to be shot only in threatening combat situations." Discussion about who was to do what among the military and security services concerning anti-partisan actions, indicates that largest part of these actions are being carried out by local nationals, so-called Schutzmannschaften under German police leadership. 1941-1942.

From White Ruthenia (Minsk): Jews among partisans. Report says that their extensive involvement can be counteracted only by the speedy elimination of Jews in a given region. In that connection, all local officials are requested to reduce the number of Jews with special skills to a bare minimum and to guard them within a ghetto. Telegram reporting the destruction of a partisan unit composed of Jews, noting that others were still in the area who had previously escaped from the Bialystok ghetto during its partial evacuation (February 1943). Various reports of attacks on Jewish partisan units, and of activities by partisan units which also contained Jews. Activities of so-called White Polish bandits in Lithuania whose main task was to kill Jewish partisans. Reports about German encounters (all these reports were filed under the rubrik "Jews and Partisans" [by this time the Germans had begun the use of "bandits" to describe partisans, i.e. from "Partisanen" to "Banditen"].

Alleged Führerbefehl [Führer order, to be carried out without question], according to which captured partisans are to be treated like POWs and sent to camps where they are to be used as laborers. Directives to field to enforce this procedure (July 1943). Hitler was not satisfied with that list and issued his own orders as to who can and who cannot listen, and what the structures are (January 1942). Notice for instance how property first 'collectivised' or 'socialised' by the Soviets would then simply remain 'socialised' and given to "organize mysterious [German-owned] G.m.b.H. (Ltd.) which, as the Latvians used to say, stood for "Grab With Both Hands" (Greif mit beiden Handen)", a fine example of the way Soviet mechanisms of control and oppression were baldfacedly maintained and exploited by the German occupation authorities.
