Hello i saw the color portrait of Heidrich and though i might be able to add my two sence.
Its not a great photo, put color shots of Heidrich are pritty hard to find.

The color portrait of Heydrich is not a photograph at all. It is an oil painting of Heydrich commisioned after his death. This portrait was used as the cover of the Bender book "Cloth Insignia of the SS".

The wreath on Ley PL visor was an early prototype of the new PL uniform. These two photos showing him and Bouhelr were taken in July of 1939 at the opening of the Munich Kunst der Art. Ley as NSDAP Reichsorganizationleiter was able to secure the new uniforms before all other top leaders. Hence is shown during this period with the new uniform while the others are still wearing the pre-1939 styles -- also during the summer of 1939 some officials (like Amann, Schirach, Forster) can be seen wearing a combination of both style insignias.
