I wasn't sure about Ullrich, because he had changed his hair-style a bit on that photo.
(maybe he thought with new kragenspiegel comes a new hairstyle as well :wink: )

Is this RKT Theodor Wisch perhaps?
It seems that he's wearing the rank of SS-Standartenführer,
but it could also very likely be SS-Oberführer.
I'm not sure if it is Wisch because it looks like he has Eichenlaub as well
and in that case he should be wearing the rank of SS-Brigadeführer.
But maybe my "Eichenlaub" is simply a trick of the light.

Can't give a precise date or tell you if he's a Staf. or Oberf. in this photo (he's certainly one or the other as he did not receive the Eichenlaub until 12.02.1944, by which time he had been promoted SS-Brigf.u.Gen.Maj.d.W-SS).
