Czech dummy tank?

At web page http://www.dolin.estranky.cz/fotoalbum/ ... -p_Benese/ I found the picture of what is called "TANK p.Beneše", it seems some kind of Czech decoy/dummy tank...

Caption on first pic says "Dobová fotografie tanku z roku 1970. Na boku je vidět nejspíše bílé označení R70."

Seems that the vehicle is now preserved in a museum; a plate says:

"Vyrobil jej v průběhu dvou let občan B. z obce Hruški na Břeclavsku. 19 května 1970 v noci se s manželkou a dvěma dětmi pokusil jeho pomocí překonat státní hranici. Po poruše motoru zanechal tančík za Břeclaví a časně ráno sám na bicyklu odejel do Valtic, kde překročil státní hranici do Rakouska."

I've tried to translate it by myself, but without results... Is there some Czech guy that can give me a hand?

This "tank" was made by man who wanted to use it for crossing state border in 1970. However engine failed and then he went to Austria by bike.

Wonder if was so simple to cross the border with an "armoured vehicle" in those years...
