A nice photo.

The Foreign Office official in the left foreground is

Rudolf Schleier
(1899–1959).
1935–1938 Leiter der Landesgruppe Frankreich der Auslandsorganisation der NSDAP.
1940 Stellvertreter des Botschafters Abetz in Paris.
1941 Botschaftsrat und Gesandter.
1944 Leiter der Informationsstelle XIV (Antijüdische Auslandsaktion) im Auswärtigen Amt.
SS-Sturmbannführer.

I think it could be Militärverwaltungschef Dr. iur. Franz Albrecht Medicus

unfortunately not !! The pic is from July 1940 and Medicus was promoted to:
00.06.1940 Kriegsverwaltungsabteilungschef (= Oberst)
00.01.1941 Kriegsverwaltungsvizechef (= Generalmajor)
00.06.1942 Kriegsverwaltungschef (= Generalleutnant)

We guess he is a Kriegsverwaltungs(vize)chef, his collar-patches are very light, and he has glasses.
Consequently not Werner Best, Jonathan Schmid, Harald Turner, Fritz Reinhardt or Friedrich Pfeffer von Salomon.
But what' s about Dr. Elmar Michel (I never saw his pic :( ) ?

My attached pic (a german newspaper in France) shows a related event with the signature:
Feierliche Kundgebung der Auslandsorganisation der NSDAP in der Französischen Deputiertenkammer in Paris: 28.11.1940.
Erste Reihe von links: unbekannter Marineoffizier, Fritz Pfeffer on Salomon, Rosenberg, Landesgruppenleiter Zeissig, Staatsrat Turner, GFM Sperrle, GdI Oto von Stülpnagel

I made a mistake betwwen Dr Michel and Medicus

May I present to you more pictures of Elmar Michel!

At the bottom, a sequel to JPK's pic.

Then separately from CEGESOMA and Parisienne de Photographie, the piece de la resistance... Elmar Michel with DKiS (Patzwell has award date 10.03.44. Date dubious, see below) :P :P :P. Here from left were Otto v Stülpnagel, Counsel to German Embassy Rudolf Schleier, VzAdm Jean Pierre Esteva- Vichy France's resident general in Tunisia evacuated from Africa upon Allied landing and under house arrest at the Ritz Hotel in May 1943. Right behind Esteva was Marquis Fernand de Brinon, Vichy Rep to German High Command in Paris.

Any idea what arm badge Dr. Michel was wearing?

The general identified as Otto von STÜLPNAGEL on the picture from Parisienne de photographie with admiral ESTEVA is really Hans Frhr. von BOINEBURG-LENGSFELD instead.
