Höheres Kommando was a "reduced strength" corps headquarters, although it had the same KStN (Tables of Organization) as an Armeekorps. On the whole, it was given less demanding tasks, located in a quiet sector, assigned second line infantry, static, and/or coast defense divisions, and was assigned few, if any, GHQ troops.
In comparison to a regular Armeekorps, it usually had a reduced number of personnel in its headquarters, some staff positions not being fully occupied – if at all, with some of the older birth years used to staff those that were. The ranks of the personnel could be lower. It had no standard lesser organization as that would depend in case to case on the mission being performed.
Most of these "reduced strength" corps headquarters were changed to Armeekorps designation, although without the corresponding upgrading.
They did not have normal full strength signal battalions; and organic supply units were reduced, if at all present. Most of the organic units were either static or had reduced mobility.
