PS: What do the white sleave stripes on Himmler's uniform (as well as the unifor of the guy next to him) mean? If anything....

The fellow in the middle looks like the Dutch Nazi, Anton Adriaan Mussert (1894-1946), flanked by Dr. jur. Artur Seyss-Inquart (1892-1946), Reich Commissioner for the Netherlands (Reichskommissar fur die besetzten Niederlandischen Gebiete), wearing his honorary SS-Obergruppenfuehrer uniform.

Himmler’s cuff title was worn by himself and the SS-Main Office Chiefs (Hauptamtchefs) and SS-Office Chiefs (Amtschefs). It was a simple silver-aluminum cuff title with a black border inset from either edge. Perhaps someone could provide more specific information on this cuff title. Except in a very general way, it is not detailed in any of my uniform reference books.
