Hello,
This photo was taken in Generalkommissariat Estland (maybe Reval). It is clear from the inscriptions on the oil tank - "Suitsetamine keelatud" (est.) - "No smoking" (engl.).
SS-Brif. is "Alter kämpfer" and he was awarded EKII 1914 with Spange 1939 in buttonhole.
It is not Hinrich Möller or Walter Schröder of course...
I`m interested in any opinions about this SS-Brif.
Thanks,
Andrey.

Great photo of Otto Rasch!
As a commanding officer of the Einsatzgruppe did he wear blank cuffband and/or SD raute?
Definitely there is some cuffband on the photo above, as it is also visible on the second photo of him on Heydrichs funeral.
I study SS uniforms many years and it is incredibly how often I find out some new stuff connected with it...
Complexity and diversity of regulations of wearing these tunics ... just amazing.. So many questions, so many unknown yet.
Thanks to everyone for help and having patience for answering.
Best to all!
