ok the italian adjective for fifth is "quinto" ("quinta" if female).
As I told, they are territorial districts. Guardia di Finanza is a police force with a territorial structure. IIRC a zone is a regional command and a legion a provincial one.
Guardia di Finanza has exactly same ranks as Carabinieri (apart the lowest rank is "finanziere")
