Hat in Armeebefehlen die antisemitische Sprachregelung des OKW noch übertroffen. Hat die Judenvernichtung aktiv unterstützt, indem er ein Verbindungskommando beim I c / AO zu den EK 6 und SK 4 b der Einsatzgruppe C errichtete.
30.07.1941 erweitert in seiner Anordnung den Gerichtsbarkeitserlass Barbarossa:
“Kollektive Maßnahmen nicht wahllos treffen! Soweit die auslösende Tat der ukrainischen Ortseinwohnerschaft nicht nachgewiesen werden kann, sind die Ortsvorsteher anzuweisen, in erster Linie jüdische und kommunistische Einwohner zu nennen. Durch solchen Druck soll die Bevölkerung zur Anzeigepflicht gezwungen werden .... Zahlreicher zurückgeblieben sind die Angehörigen der russ (ischen) Staatsjugend (Komsomolzen). Auf sie kann bei Notwendigkeit raschen Zugriffs notfalls zurückgegriffen werden. Besonders die jüdischen Komsomolzen sind als Träger der Sabotage und Bandenbildung Jugendlicher anzusehen.“
Stülpnagel forderte von der Abt. Wehrmachtpropaganda im OKW “vermehrter Kampf gegen Judentum .... nachdrücklichste Aufklärung über Judentum.“

His date of rank to General der Infanterie was 1 April 1939 (5). This was the highest rank he achieved. Here's a portrait photo with an "air brushed" Knight's Cross added after the fact. Also, here are his decorations that I am aware of.

As he was involved until the neck on plot against Hitler on July 1944, he tried to commit suicide by shooting himself in the head but failed. That bullet only blinded him. He was revived at a hospital and later senteced to death by hanging.
So bizarre end.
Had this individual survived after war I assure the allies would have hanged him too, due to his Governor for Occupied France.

Please do not mistake Carl Heinrich for Otto von Stülpnagel.
Both were “Militärbefehlshaber in Frankreich” !!!
CARL HEINRICH VON STÜLPNAGEL:
He tried to soften the severities of the german occupation forces, so he conflicted with the Higher and Police Leader (HSSPF) Carl-Albrecht Oberg, who has been installed in 1942. Then von Stülpnagel was not responsible for the intensify at all events but the French government and people imputed him. Often of course he was not able to enlighten on the employments.
Committed to the Kriegslazarett in Verdun (medical superintendent KC-holder Oberstabsarzt Dr. med. Rolf Jäger) after his gunshot wounds (he voided fully one orbit and shredded the contralateral optic nerve) Oberg visited him promising to protect his family from “Sippenhaft”.
His confidant contacting the “Widerstand” in Berlin was Oberstleutnant der Reserve Cäsar von Hofacker, the cousin of Oberst Claus Schenk Graf von Stauffenberg. Hofacker was “Referent Eisen und Stahl” in his administration department and Hauptmann z.V. Ernst Jünger (pour le mérite, later also pour le mérite für Wissenschaft und Künste) was Ic (Intelligence) in the same department.
His predecessor as “Militärbefehlshaber in Frankreich” in the hotel “Majestic“ in the Avenue Kléber in Paris was his cousin

In August 1941 Hitler's Field Headquarters (the Führerhauptquartier, FHQ) ordered the death penalty for comunistic intrigues (“Todesstrafe für kommunistische Umtriebe“) and Otto von Stülpnagel reacted upon issueing a warrent for the apprehension of 4.000 jews committing them to camp Drancy.
Hitler demanded a 1:100 quotient for hostages after the shot (20.10.1941) of the Feldkommandant of Nantes. The following execution of 98 persons raised up to national and international rebellion and hatred of the French people.
He successfully offered resistance against the institution of an HSSPF by Heydrich. He even beared the “Beauftragter der Sipo und des SD“ (Dr. Max Thomas).
