APB maker seal?

Hello gentlemen,

Please observe the photo's below , can anyone help identify what this seal is on the APB?

Also what maker code is this from?

I believe the seal indicates that this particular specimen was submitted to the governing authority for approval to manufacture.

May be I'm not in the truth but Lothar Hartung is a german known collector and dealer. He sold many things, and good things. May be this is just a garantie of authenticity from this dealer.
just an opinion.

After reading Weitze's description of the badge again, (Mit angängender Expertisen-Plombe von Hartung) , Jaqcues reply does sound very plausible and besides the metal seal does have "Hartung Garantie" stamped on it.

I did have an old authenticity letter of Hartungs and the logo on the metal seal looks like how he signed the first 2 initials of his name in his signature. (?)

No doubt a quick email to the Weitze team will answer this question.
