I don't recognize him but my best guess is Ob Rudiger von Schuler, IIa 6 Armee: 10.10.39 - 18.04.42.

From the chords you would guess that he is someone from Reichenau's staff

It's no Dutch officer, but a Belgian one. Don't know the name right now.
