Unknown Austrian Officer

I assume the officer behind Hitler is Austrian as Seyss-Inquart is the other side. He wears what appears to be an Austrian uniform, but with the German eagle on the right breast. Again, I assume this is the period after the Anschluss before the Austrian army fully adopted the German uniform. Does anyone know him please?
