Any idea of who could this man be?
The pic is from vincon-militaria (Sturmbannführer mit Ärmelband RFSS).
What does the rune mean? Isn't that sign used when somebody is born?

The man is the later Brigadeführer Arnold. The SS officer at the right seems to be the Reich Food Minister Herbert Backe.

I wonder who's the SA Brigadeführer.

The rune on the sleeve is for Doctor I guess.

From the face I would also say this is Landesbauernführer Alfred Arnold. But Arnold was never SS-Führer im Stab RFSS.
Here are Arnolds positions in the SS:
01.02.1934 - 20.04.1934 als SS-Rangführer dem SS-Oberabschnitt Südwest zugeteilt,
20.04.1934 - 01.04.1936 SS-Führer im RuSHA,
01.04.1936 - 01.06.1936 SS-Führer beim Stab des RuSHA;
01.06.1936 - 01.05.1944 SS-Führer im RuSHA,
01.05.1944 - 00.05.1945 SS-Führer im Stab des SS-Oberabschnitts Südwest

The SA men could be Gustav Behrens (Reichsobmann des Reichsnährstandes)

Can anyone confirm Backe in the photo with the unknown SA_Brif.?
Also, who is the SS-Staf.?

I speak with an American collecter who's hundreds of family pictures of Arnold, futher he confirm that Arnold wore the cufftitle 'RFSS', as he was at the Staff of Darré. Maybe because his position within this organisation.
