It is the war flag of the Italian Social Republic (1943-45) of Mussolini.

The Eagle could mena a lot of things, it is what it is holding in its talons that is significant.

The Bundle of sticks witht eh axe in the middle is called a fasces taken from Latin. In Rome, the fasces was a symbol of authority. It was said that a single stick can be broken, but a bundle tied together cannot. It wasa symbol of strenght and power, which Mussolini adopted. It is also the origin of the term Fascism.

Oh, well, I didn't think he was interested in the simbology. :D Anyway, they are just traditional Roman symbols (used also before the RSI: http://www.fascismoeliberta.net/kf/Aquilaincornice.gif), nothing exceptional. The eagle looks rather light, but it should be black, as written in the law describing that flag:
Decreto legislativo del Duce n. 141 del 28/1/1944:
[...]
Art. 2 La bandiera di combattimento delle Forze Armate è caricata di un'aquila in nero [= a black eagle] ad ali spiegate poggiata su di un Fascio Repubblicano posto in senso orizzontale, il tutto come da tavola annessa al presente decreto. Il drappo deve essere alto un metro e lungo metri 1,50.
