Goebbels was not a right wing fanatic at all, in fact he was quite the opposite.

Goebbels did well in school, but was taunted due to his club foot. This same injury also meant that he could not fight in the German Army or indeed the Friekorps (and in fact he would have more likely fought for the Spartakists). He worked in teh Reichbank for a couple of weeks before going back to school, but continued to try to help the war effort in any way possible.
Re: His political leanings
Joseph Goebbels was born to a working class family on Oct 29 1897 in rhedyt near düsseldorf. Druing his early manhood Joseph was facinated by the struggle fo the wroking class and wrote a play, Fight of the Working Class along with The Seed which glorified the Red revolutionaries in the Ruhr. He is known to have quoted that materialism is " the political, intellectual and moral confusion of our time." which is a higly Socialist Principle. It was that side of the NSDAP that drew him to Nazism. However, even after joinging the party he was still not right wing.
Groegor and Otto Strasser are known to be enemies of Hitler from within teh party itself, and this was due to their emphasis on the Socialist principles of National Socialism instead of on Hitler's preferd Nationalist views. Goebbels was gregor Strasser's sidekick and in fact worked with Strasser against Hitler on many occasions, including the unification fo many East German Gaue (which failed). It was only after he was wooed by Hitler and forced agaisnt the Strassers that his Socialist views fell out to eb replaced by Hitler's own views.
So now to answer your questions:
1) No, Goebbels did no real aid for the 1914 war, definately not as a Civil Administrator.
2) Due to both his Left-Wing leanings and his deformity, no, Goebbels did not fight for the Freikorps.
