Possibly Hauptmann Ewert von Renteln (later KC).
He had the Panzerkampfabzeichen in Bronze and the EK I
he was Kommandeur Kosaken-Grenadier-Regiment 360

I suppose you never heard informations about Generaleutnant / SS-Gruppenführer und Generalleutnant der Waffen-SS Helmuth von Pannwitz and his XV. Kosaken-Kavallerie-Korps !?

I don't think that he's Renteln.It looks like he has 1939 bar on most left ribbon on his ribbon line.That would make him WW1 veteran but Renteln served in Czarist army.

It looks like he is Major or Oberstleutnant and pic is taken after 29.5.43.On that day OKH directive ordered these kind of shoulder patches to Cossack units.

I heard of the Kosaken Kavallerie Korps but i had never seen their uniforms before...anyhow..i will do some searching..als danke fuer hilfe!

The holders were a kind of uniform embellishemnt , supposedly for holding rifle cartirdges but in fact nevere used for that .
