Nice photograph. I may be mistaken, but it looks a lot like Dino Odoardo Alfieri. born Bologna 8 July 1886, died Milan 2 February 1966. Pro-German and became ambassador in Berlin in May 1940. A member of the Grand Council of Fascism, he was against continuing to fight in World War Two and supported Dino Grandi's resolution on 25 July 1943. He was sentenced to death in absentia for this at the Verona trials of January 1944, but had meanwhile fled to the safety of Switzerland. In this photograph he is in PNF uniform. I have a series of original press photographs of him in the uniform of a Luogotenente Generale of the Militia. with wounded German troops in Berlin on 23 June 1943.

This photo is extracted from the speech of Goebbels in "Sportpalast Berlin" 18. 2.1943 (the day where he proclamed "Den Totalen krieg".
