Who is this SS-Brigadeführer arrested in Berlin?

He is also on a pic with SS-Brigadeführer und Generalmajor der Polizei Erik von Heimburg.

.... we (Andreas Schulz also) think he is either Generalarzt der Polizei Karl Emil Wrobel, Leitender Polizeiarzt Berlin,
captured 02.05.1945 in Berlin
He was never SS-Brigadeführer !!

or

Generalmajor der Polizei Dr. Friedrich Wolfstieg
until March 1945 Befehlshaber der Ordnungspolizei (BdO) im Wehrkreis III (Berlin),
25.04.1945 arrested in Berlin by the Red Army

I've an (average) pic of him at a parade in 1938. I's a thicker man with a large face.

I think the Party official in the second pic is SS Staf and Oberbereichsleiter Otto Born

Dieter / Andreas,

maybe you would interested in another photo of our mysterious ORPO general (source book Race for the Reichstag). From the left General Schmid-Dankward, ORPO-General described only as a Generalarzt der Polizei (so it could only be Karl Emil Wrobel), General Weidling, General Woytasch and Oberst Refior.
