Plaque? Kz-related?

Hello there

I have hit “ dead end” in my search. I have a plaque (see photo) with the names of several Concentration Camps, plus a Red Cross symbol and a portrait much like ones you find in the memorials today. It measures 13,5 cm across, and it is heavy – made from brass or bronze, I believe.
I have tried contacting several museums with no luck, and my research online has not given any results either, so I hope you can help me with any info about the plaque.

Based on the quality I'd say that it is a fantasy piece.

If not a complete fantasy plaque, just a commercial plaque that's in poor taste in my opinion. Tourist junk, one way or the other.
