Anyone Know what This is?

Looking for some help in identifying what this pendant is. We found a bunch of them in my uncles WWII memorabilia but not sure if it is military related or part of one of his fraternity groups. Any help is greatly appreciated.

It's not a pendant, but shoulder board insignia for an Italian Fascist GIL officer. The holes are for sewing to the cloth base. The GIL was the Giloventu Italiana del Littorio, or Fascist Youth organization.
