Brass plate with swastika

Many years ago, my mother and father used to go to auctions in Fayetteville NC, near Ft. Bragg. One night they came home with a box of random brass candle sticks and other junk. This brass plate was in the bottom of the box. Any idea what it is and if it’s from WWII Germany?

It is a USA pre WW2 *goodluck* thing, before the NSDAP came about, the swaz. was a good luck symbol in USA and other countries,
