Chinese or Japanese whistle with compass?

Anybody recognize this? Any information would be appreciated. I believe this is from WWII and my first instinct was that was Japanese but my friend who owns it also said that his family member who he got it from was stationed in China for awhile. I've been searching for awhile and have not found one like it yet.

I can't explain you the reason with the whistle...?

Thanks for the reply. I couldn't find any other markings on it unfortunately.
