Based on this one small pic, I'm trying to find what model holster this is, and what era. My guess is post US Indian Wars era. As for the leather putees, ehhh.

Holster appears to be a 1920s thru 1940s Police type .38 cal. Revolver holster, the leather leggings could be first.world war thru 1940.,
