Need help with early 20th century photograph

I picked this up at the flea market today. I was thinking turn of the century German or some European military. I would appreciate any help. There is nothing written on the picture anywhere

The high boots and style of the hats look Eastern european, Bulgarian or Ukrainian or whatever....Russian influence certianly. Just my opinion, doubt if it German.

My vote for Russian uniform, according the collar patch and shoulder board on the greatcoat

Who besides the Soviets and maybe Bulgaria used the “Gymnastyorka” tunic. Looks a lot like what the soldier on the right is wearing. Belt buckle is interesting if only it was a better photo quality. Any chance of less reflection or removing glass?

Here are photos without the glass. Thanks for the idea, the portrait is even more vibrant and detailed once you see it without the reflections. Hope this helps more!

I too vote for them being Russian uniforms of some persuasion.
