Help identifying uniform/era pre-WWI German Army

Before receiving a commission in 1915 and attaining the rank of captain during World War I, my great-grandfather (1872-1923) had been a longtime reservist with the 132nd (1st Lower Alsatian), XV Corps.

He had reached the rank of Feldwebel by 1912, and I recently came across this photograph of him (middle) with two comrades. The caps seem to be pre-1897, but the cuffs -as well as the ribbons on their tunics- are throwing me off. Are those pre-1907/1910 tunics?

Does anyone have any idea what year/time frame this photo may have been taken, what ranks the men shown may be, and what those (white?) tunic ribbons are? Decorations were normally worn on the other side, weren't they?

Any input is much appreciated.
