What era is this visor cap, and is it Military or civilian?

Given to me last night,so what era is insignia? Civilian? or US Navy pre WW2?

So after some seachng found out this is US Navy..Line enlisted pre WW2 cover, or an officers missing gold strap.ehh, not for my collecting, so out it goes

This is a USN Warrant Officers cap, missing the gold strap, circa WW2.

Scroll down here to Warrant Officers https://www.uniform-reference.net/insig ... ficer.html. A Chief Warrant Officer would wear a regular officers cap, a Warrant Officer would wear as above.
