Unknown parachutist badge

I'm seeking info/identification of an unknown parachutist badge. The badge was purchased at the Kalka store in Augsburg in January, 1987 along with several others that I have been able to identify. Anyone have any knowledge of what this one is? Thanks, Fuerstenau

Probably civilian.

The "fleur-de-lis" is the symbol of the Scout movement/Scouting, and there are several sub-branches like "boat-scouting", "air-scouting" etc - even some scouting parachute-clubs, which would be my best guess for the origin of this badge.
