I've seen similar ones listed as vehicle pennants, but I lack confirmation of precisely what this item is.

Looks good been washed I think These pennants with the rings were used all over the Reich in every situation mounted on vehicles, hanging from balconies, on poles and flag staffs, quite common to see on sell markets
