Looks to me like a blank shield for a coat of arms to be engraved in. I used to have a similar watch (many moons ago). Regards HN

I agree.

It appears to be a blank coats of arms surrounded by a belt.

In some coats of arms / insignia / badges a belt can symbolise an element of service and/or an occupation where loyalty and honour is required.
