Extension of French concession at Shanghai, 1899 and 1900

Can anyone clarify the doubling of the French Concession that took place. Negotiated by who and when in 1899 and activated in 1900, apparently prior to the Yihetuan movement(Boxer/rebellion). Have newspaper citation of January 3rd indicating its implementation. Many thanks in advance.

Negotiated several months, at local level directly by the Consul Général of France in Shangaï, Gaston de Bézaure with the Viceroy of Nankin's delegates, all that against a backdrop of incidents coming from problems for the public health due the pestilence of cadavers but above all given the hostility between French and British, these last ones obstructing the extension when French and Chinese came to a first agreement already in december 1898 so needing further agreement at national level between French and British Foreign Affairs

The limits of the French Concession are those which were fixed last June between the delegates of the Viceroy and the Consul General of France and which had first raised the objections, now waived, of the Cabinet of London.
The contradictory marking continues and our municipality will take possession of its new territory on March 1st 1900
