A Chinese emissary meets Hitler 1938.

"The caption says he is Kan (Han in Chinese), representative of Manchukuo delegate."

"He is 韓雲階(Kan Unkai in Japanese pronunciation). He was the minister of economy in Manchukuo, and the head of this mission. I could not find out any reference about him in English."
