人民 (people) 武裝 (Armored)

It is the name of the troop.
貴州省興仁縣人民武裝隊 that is the Guard Force of Hanyang County, Kweichow Province, The Republic of China
But the star at the centre suggested it was from "Red China".
Not ROC, this stamp means that the rifle was once the property of a PRC militia organization. Most old rifles were sent to militia when they were withdrawn from service in 1950s. In 1980s, many old rifles were sold to Western (especially American) collectors.
